Everyone seems to have guessed it before me…. so I will say Tassels… although I have no idea, but don’t want to appear stupid… thanks to all the comments before me…

It is a Tassel…Your Grandmother probably used them for Tie Backs on Curtains. I use them in different ways, like hanging from decorative towels in. Bathroom, on drawer pulls, hanging pictures etc. that was an easy one, so bring it on girl.
